have to speak out louder than everyone else if you want to be heard.
But if
everyone decides to speak out loud, no one will be heard as it becomes
mutterings.
Thus
an individual is needed, who will converge all the voices, making them audible
for the Superiors.
Such
an individual has to be smart, outspoken, intelligent and God-fearing; a man of
equity, vision and integrity.
